Can anybody tell me if the filter option in SM operates at the session level or the hit level?

Hi, no it's about GA.
Example: I'm displaying event action dimensions in rows but filtering by interactions with a specific event category. If the event category interactions are at the hit level then all dimensions displayed in rows should only relate to that specific event category, but if the event category filter is at the session level then the dimensions shown in the rows could include some that do not relate directly to the filtered event category i.e. there could be more.
