Unfortunately according to Facebook's update this issue is still ongoing:
"The issue is not yet fully resolved for all apps. We are continuing to look into this and will share more updates here."

Facebook has published the following update on their issue:
"Our teams are currently working on platform improvements that are estimated to launch by the end of the month. Until then, you may experience increased latency and error responses. We recommend retrying your queries with a delay to increase the amount of time the Insights API has to respond. We apologize for any inconvenience this may have caused and appreciate your understanding and patience during this time."
